West End Council Adopts Revised Property Assessment Appeals Process, Giving Homeowners in Central Ward Direct Access to Review Hearings

The West End City Council approved an updated property assessment appeals process on 6 July 2026. The revision applies to homeowners in the Central Ward and removes the requirement for third-party representation at initial hearings.
Council documents show the change stems from a review of the 2025 assessment cycle, when 420 appeals were filed citywide. Staff time spent on intake and scheduling has grown since the last update in 2022. The new rules take effect for the August 2026 assessments.
Changes for Central Ward residents
Residents can now file an appeal form at the municipal building on Oak Street and receive a hearing date within 30 days. Previously, applicants needed to retain an assessor or attorney for the first stage. The legislation states that supporting documents such as recent sale records or repair receipts must still be submitted at filing.
City staff estimate that 180 Central Ward properties will receive new notices in August. Homeowners who succeed at the hearing will see the adjusted value applied to the next property tax bill mailed in October. Those who disagree with the outcome can request a second review before the full council in November.
Next steps and schedule
The council will hold two public information sessions at the West End Community Centre on 22 July and 29 July. Printed guides and online forms will be available from 10 July. Policy analysts note that the process remains unchanged for properties outside the Central Ward until a citywide rollout planned for 2027.
Residents with questions can contact the assessments office by phone or in person during regular business hours. The government says the policy will reduce wait times for hearings from an average of 45 days to 30 days.
